Instructions for Match Officials officiating at the Downsview Indoor Soccer League (Hangar – Downsview Park)

2022/23 season

  1. Please check in at the league’s service desk at least 15 minutes prior to kickoff.
  2. Game fees are $30 per game. Please collect $15 from each team prior to kick off.
  3. Referees must perform a player equipment check before the game. Outdoor cleats are allowed, but they cannot be metal or dangerous. All players must wear shin pads and jewelry is not permitted. Referees must enforce this rule strictly.
  4. Only team officials listed on the game sheet can sit on the bench. This rule must be enforced strictly.
  5. The League uses the Ontario Indoor Soccer Rules. Please read and study these carefully.
  6. Games must start on time. If the game is delayed for any reason, the referee must reduce the time of the halves so the game finishes 5 minutes before the next game.
  7. All games are 2x25 minute halves.
  8. Retreat line is enforced for U12 and younger ages. Additional information here.
  9. Substitutions can be made on the fly at any time during the game; the game cannot be stopped or delayed for the substitution.
  10. You must use the facility clock/scoreboard at all games. However, no scores are to be displayed for grassroots soccer, U12 and younger. Please follow the instructions on the clock/scoreboard, or ask one of the conveners to guide you.
  11. If the game if not started for any reason, the referee does not get paid and must complete a Special Incident Report on Ref Centre.
  12. Upon completion of the game, the referee must complete all game sheets and give one copy to each team. The remaining copy is to be kept by the referee.
  13. The referee must submit a game report on Ref Centre within 24 hours of the game. If a game is not played, or is abandoned, NO SCORE should be recorded.
  14. The referee must scan or photograph each game sheet and then upload the files via Ref Centre within 24 hours of the game.
  15. The League has zero tolerance for bad behaviour for all participants. Any person who fails to act in a responsible manner may be expelled from the premises.
  16. A high degree of professionalism is demanded from all referees. Lack of knowledge of the Laws of the Game or rules of the competition, late arrivals, no-shows, poor fitness, not wearing the proper referee uniform and badge, failure to carry out the required administrative duties, lack of empathy for the game, or any breach of the Code of Ethics & Professional Conduct  for Match Officials may be cause for disciplinary action and/or removal from the list of active referees.
